What the 2019 Act covers
The Prohibition of Electronic Cigarettes Act, 2019 is a central law that applies across India. Section 4 prohibits production, manufacture, import, export, transport, sale, distribution and advertisement of electronic cigarettes. Section 5 separately prohibits storage. The Act includes online sale and online advertising within those restrictions.
Its definition covers Electronic Nicotine Delivery Systems, heat-not-burn products, e-hookah and similar devices by whatever name called, subject to the Act's stated exclusions. Components such as refill pods, cartridges and atomisers are also addressed.
How the law applies in Goa
The same national Act applies throughout Goa. Searches for electronic cigarette or vape law in Panaji, Panjim, Calangute, Baga, Anjuna, Candolim, Mapusa, Margao, Colva, Palolem and other Goa locations refer to this nationwide law, not separate town-level laws. Enforcement and official guidance may change, so check current government sources.
Tourists, airports and flights
Indian aviation-security rules prohibit electronic cigarettes at airports and on aircraft. Travellers visiting Goa should not pack a vape or electronic cigarette in cabin or checked baggage. Check current instructions from the airport, airline, Bureau of Civil Aviation Security and customs authorities before travel.
